Orismer and Falmer

I've heard the Wuuthrad (Especially deadly to elves) doesn't seem to affect Orcs or Falmer. Oversight by the developers.. or something more? The Falmer have devolved a considerable amount (or have in fact evolved, depending on how you look at it), while the Orcs are, well.. cursed/digested/elf-no-more (despite appearances, though that could be Malacath's doing, I assume). I'm curious as to what the general consensus is on this.

Gotta be oversight, as there is a quest that requires that a sample all Tamriel based mer need to have their blood harvested. Blood samples of the races include: altmer, dunmer, bosmer, orsimer, and falmer.

The Falmer and Orsimer are no less elves than any of the other races of Mer. According to what I've read, Wuuthrad doesn't seem to have any greater effect on elves than on any other thing in the game. I'm not sure why that effect is even listed if not just for special description. Regardless it's still misleading.
