I'm getting an extreme FPS hit in Balmora suddenly. I'm running MGE but that is not the problem, as I have uninstalled it and reinstalled it (and have even done this to the entire game). I have also done the max FPS ini tweak. Loading can take 10 minuets.

Every where else I get between 10-20 (in cities) to 20-60 (in wilderness) its only in Balmora where it slows to 4-6. I dont have mods that target Balmora's open cells aside from LCV and MCA.

Is there anything I can do to combat this?

It is highly likely caused by MCA and LCV.
Mods that add NPCs are one of the biggest drains on FPS... simple as that.

But there is no FPS hit in Vivec or any other city, and I've been running both those mods for years with no FPS hit.

Edit: its not MCA or LCV. I tried the game without them and it still runs slow

Do you have the Balmora UnMod?

Run the game unmodded(unchecking everything but official master files) and see if the problem is still there.
-If yes, then its a windows problem.
-If not, then narrow it down to the mod which causes it and start looking for a solution from there.

Balmora is one of those places that seems like it is quantum locked to run badly.

On my old computer it got 10-25 fps when everywhere else was 30-40. Even on my new one it sometimes falls to 40-50 when everywhere else runs at 60 fps without fail.

If you're only getting 10-20 in other cities, 6 fps in Balmora would be in accord with my experiences of the game.
