I found a book in Hackdirt ... My Daedric is weak What does

The book is in the chapel on a Broken Spellmaking / Enchanting Alter

also Is this city part of some side quest or the main plot I remember doing a quest on my 1st character to fetch something to here or from here havent touched the main quest sine then im on my 7th or 9th character now ...

also why is it a crime to take stuff from this city nothing is marked with a red icon saying is be stolen reloaded my save because i had about a 350 gold bounty and no stolen items ...

The book is called The Bible of the Deep Ones. http://uesp.net/wiki/Oblivion:Bible_of_the_Deep_Ones. It really doesn't say much of anything.

i have seen it, its a combination of russiun, polish and i think persian (not so sure about persian, but i am about the other 2)

It's a side quest. I can't say more in the general forum. But I'm surprised you haven't run across it before.

Are you sure the bounty was from stolen items, and not from some other crime?

Kva! Kvak! (also called Kvako) is the newsletter (or something similar) of the 'La Ranetoj' (the small frogs). It is send to paying members and other individuals who, in some way, are involved in la Ranetoj's activities. In it there firstly is information about the locations of the monthly meetings, but of course also concerning the latest activities of the club. Sometimes it also includes other educating or entertaining material.

The internet-based Kvako (e-mail and web versions) are on the one hand another distribution channel for the contents of the paper version. But on the other hand, not surprisingly, the contents of the different versions connot and even must not always be 100 percent the same. For instance, in little circulating paper versions you can publish illustrations that for copyright reasons connot be used on the internet. Yet on the other hand the low costs oft the internet version lift the space limits and allow more content, not to mention being always to date.

These circumstances influence the web-based Kvako, which will also serve as the general homepage of the 'La Ranetoj'.

The Bible of the Deep Ones is an excerpt from N'Gasta! Kvata! Kvakis! but with the letters changed to Deadric.

well seeing as my last save was before taking anything (I'm a very cautious gamer in TES games Morrowind taught me to be that way) and as I was taking stuff people in the town were yelling Thief and what not but nothing was marked red so out of curiosity i checked my bounty and Bam 350 and I reloaded to like 15 seconds before and bounty is back to 0
