I wouldn't say All life died on Vvardenfell - Those creatures and plants seem to be pretty hardy. While there was a lot of destruction, it would be difficult to believe all life has died out, due to a lack of precedent of such occurring in our own world in the face of similar catastrophe (Aside from purely speculative events)

Honestly, it sounds like either the fan outcry or miscommunication between author and dev team has resulted in that news of the severity of Morrowinds plight being woefully exagerated. There are plenty of Dunmer refugees in Skyrim, and Vardenfell does seem to have gone boom and the South attacked, but generally I got the feeling that for the most part its business as usual again for a lot of mainland Morrowind.
