Is there a mod that will let me bind a console line to a key

I wanna bind tlb to something. I use it quite frequently, and it would be pretty convenient for me if it was hotkey'd.

I think that convenient solution would be to make a mod that has a spell that performs that command which you'd have to make or ask someone to make it for you. I think that performing console commands through scripts requires Obse, but I'm not 100% sure about that. Then, you would install Enhanced Hotkeys by TheNiceOne and bind that spell to a key.
Btw, I have no idea what tlb does?

Since I'm here, I'd also like to use the opportunity to ask for help with a related problem.
Does anyone here have italian keyboard? Does your console key work?
I have installed Oblivion on my laptop few days ago and that laptop's default language is Italian. I found out that there is no way to open console normally! And that's frustrating!
The key that's is usually "~" or in my case "\" simply doesn't turn on the console! On italian keyboard only way to write "~" is by hitting ALT+1+2+6 for some mysterious reason. And that combination doesn't work in game.
I have installed "Ring of console" mod, modified it to fork of console (to prevent equipping) and bound it to a key via E.Hotkeys but it's not a perfect solution because in order to close the console I need to hit esc twice.
My OS is Windows 7 64bit. Any suggestions?

OBSE doesn't currently have a con_tlb function (which is what you need - it's for turning on the bright lights like you can do in the CS, which nulls lighting effects, is great for troubleshooting or temporarily relieving stuttering due to complex lighting). Perhaps if you ask Scruggsy to add it next round, he will, and then it would be quite simple to make a tiny mod to bind that to a key.

Would be a simply matter to write a script for it though..... Scripted spell? Sure, there is no direct console command, but, there is one to open the console, (tapkey works great.) anything else you wanna do, a series of tapkeys will accomplish, including closing the console.

According to that and the command documentation it seems to work the same as the console command bat so should be usable to run console commands through the batch file?
Not in a position to test personally right now though.

@Washinton: does your laptop have a built in IR receiver by any chance?

Yes, I reckon it does because there's a remote control for it too. Laptop is Toshiba Satellite. But how is IR receiver connected to this?

With windows XP media center, the way MS dealt with the receiver, interfered with what the game expected for keyboard function...... no clue if that is still an issue or not.
