Doing this yourself is easier than it seems. Step 1: make sure all the meshes and textures from the mod(s) are in the proper folders (review the readme.txt with the mod), optionally after you extract them where they should go you can open the mesh(es) in nifskope and verify that a texture is being applied - if the mesh is all white you put the texture in the wrong place - review the readme again.
Step 2: Open Construction Set. At the top, locate "File" and pull down to "Data Files". Tick off only Morrowind.esm and let it load. When warning boxes come up, hold down the enter key and it will go through a zillion warnings that don't mean anything. After it loads up, go to "Body Parts" Tab. Find any entry that is an armor part. Double-click it. Look at the first line that says "ID" and change the name to whatever you want (example: "ImpSilver_c" for the chest, "ImpSilver_g" for the greaves). Pull down the body part selector to the one you want (example "chest"). Make sure the radio button is on "armor". Now click the box that says "Add Art file" and navigate to your meshes folder (or whereever the meshes are you placed in step 1), and pick the mesh that is named something that looks like it would be the body part you are entering. Click Save. The CS says something like "blah blah create a new object?", click yes. Let's say you did the chest on that one. Ok great lets start by just putting the cuirass in-game for now. Go to "armor" tab. Find any entry that is a cuirass (example: bonemold cuirass). Change the ID like above to something new, you can even use the exact same name you used in "body parts". Go to the pull-downs where it says "male armor" for the chest and you will see the name you put in "body parts" (may need to scroll around a bit it will probably be at or near the top of the list). Select it and make sure the window now reads its your "body part" you created before. If it is female armor then do it in "female armor" instead but first make sure your body part has the "female" radio button ticked. Now you have the cuirass implemented but you need to place it in-game. Find the "Cell View" window, lower right area of CS window, and pick a place to put it like Balmora. I'll go with "Balmora, Guild of Mages". Double click that and it loads up to the right in the objects window. Double click any object listed there and now you see the mages guild in the render window just above it. Now go back to "armor" tab, scroll to your cuirass and drag it into the render window anywhere. Now it's in the Balmora Mages Guild. Go to "File" and pull down to Save. Type in a name for your plug-in like "New Silver Armors". You may be saying "Hey wait we didnt finish everything yet" - yes, we are taking baby steps here to get going - you can add other stuff once we make sure it's working in-game. Close the CS. Launch MW and click "Data Files". Check the box that has your plug-in (example: you might see "New Silver Armors.esp" with a box next to it). Now enter the game and go to Balmora Mages Guild and find your cuirass. You'll note that it has wrong AR, wrong weight, etc. Now exit the game and open the CS again. This time in "data files" you will tick "Morrowind.esm" and scroll down to "New Silver Armors.esp", tick it, and then click "set as active file". Let it load up as above and now you can fine tune your cuirass in the "armor" tab, add new pieces, and many other things that I will have to suggest you look online for tutorials for, or experiment on your own. Remember, you can't "break" MW this way so you have nothing to lose just trying new things. If your plug-in is causing problems, you can just uncheck it in MW launcher at any time. And:
If your plug-in is not loading or has errors, just unselect it in data files at the launcher, play or get some sleep, and try again another day. Your chances of someone doing this for you are slim to none, that's why I say just take it slow, learn a little bit every day, and one day you will have your new armor implemented and can carry what you learned to further modding projects that you may want to pursue simply because you basically have to do it yourself or it won't get done. Good luck and best wishes.
