Loot bags in the imperial water districts and the Bruma Hous

are these containers safe? I bought everything for the bruma house I plan to store all my quest related loot there (Yes my character is now level 30 well make that 32 now but ya the game is rather challenging now I have died and raising the difficulty setting just makes skirmishes take longer or instant death...)

any way why did loot bags appear in the water district outside my house and on the sidewalk ?

and are all containers in the bruma house safe?

also I found some parchment in the bruma house so i tried put it on a table and it fell off so when i went to put it back in my invent it had no take option so i ended up reloading prior to getting that paper out of a desk ... is all blank parchment like this or only the sheet from the bruma house ?

Loot bags? What do you you meant by that? There are no Morrowind-style overflow loot bags in Oblivion and no additional bags appear out of thin air (except with mods).

But all containers in a player-owned house are safe. Also all open-topped and torn grain sacks do no reset.

Things may occasionally clip though, especially parchment. Just make sure that your game is patched.

I have no idea why they started spawning in the waterfront but since one spawned rigth infront my waterfront house I would like to know if its a safe container

I've never heard of bags spawning like that and the wanted posters are normally items you can't pick up or transfer into containers. Are you playing on PC and do you have you any mods running?

That's not true. I've seen them. In my current game there is one directly outside of Anvil in front of the main gates. Not sure why one spawned there because I don't usually drop items on the floor. I sell everything I don't need.

Loot bags appear whenever too many items are dropped/in the general area. Such as plates, vases, wanted posters, lockpicks, armour. Anything really. You can severely damage your Xbox by doing this, and loot bags only appear when there is about 300-350 objects in a single 1x1 ((1 foot by 1 foot)) block of the world. It is common in duplication...

I never drop anything EVER

since the "loot bags" ive come across only contain a wanted poster for teh grey fox is it because at level 3 I joined the theives guild and did maybe 2 task and then went to the SI and my charatcer is now level 32 ???

I don't drop stuff on the floor either and i've also had loot bags appearing. Maybe there is some kind of bug that causes this but i've never seen any mention of a bug on uesp.net

If you use the duplication glitch, you run the risk of a loot bag being created. Likewise if you throw a bunch of stuff on the ground. If/when that happens, any loose items nearby, including the Wanted Posters on the walls, get put into the bag. It's a memory-saving trick the game is doing.

If you take everything out of the bag and leave the area, it should soon disappear.

I dont glitch and I dont drop items

This 1 bag has had no contents for the last 3 levels and I dont hang around the water district much

Yeah, I can't tell you what caused your bag to appear...maybe your system was getting really memory-tight at some point, and the game created it. The wanted poster getting put in it is a typical behavior of these bags, though.

theres one on the spawn spot if you quick travel to the waterfront andone outside my house(shack) door

and i guess my console being memory tight migh explain it gets really laggy around water front someime game even freezes

Also I've never known a loot bag to disappear. They seem to be permanent.

Well, I've never seen one, so I was just going by what I googled. So much for that, I guess. :) I played Morrowind for years, where they're supposedly a lot more common, and never saw one there either.

When a loot bag is created depends on the hardware it's on. It'll start to generate a loot bag a lot sooner on the Xbox than it will on a PC for instance.
