It is some old font that I found while googling. Just compare it to the ingame font.

Definite overlap--I'd say the image's font (from some A Perfect Circle album?) heavily inspired the mage script font.

On another note, I partially translated the right hand blurb of words on the first page of the Oghma Infinium.
The question marks are letters that I could not translate.
I'm also partway through translating the second age of the Oghma Infinium. It starts "Da histria...", and I have a few scattered words, including "Septimus", "Dwemer", and "Ice".

It's probably the text I read above which appear to be design documents about the Dwemer lockbox, translated into loose Portuguese or something similar.

This is broken Portuguese, they probably used google translator or something. The "nos" in the end doesn't make sense. I guess they probably kept the "in the" ("in the Nine Divines") when copying the sentence to the translator which may translate to "nos".

Or maybe those circles to the right (9 circles, uh) represent the Nine Divines, thus completing the quote from Varieties of Faith.
