This is a good link for chargen mods: http://www.mwmythicmods.com/Gluby/Gluby_CharGen_Mods.htm
Also, you can just search "chargen" at PES. I would recommend one of these three:
Immersive Chargen
Solstheim Alternate Beginning
Royal CharGen
However, there are a ton of good chargen mods, and just because I didn't list one doesn't mean I don't think it is good. Those are just the ones I prefer, myself. (when I'm not running my own chargen mod)

Edit: Yes, using the console that way will give you 100000 gold, and set your stats to extremely high levels. If that's your thing, hey, go ahead, but I prefer not to do stuff like that.

I use this one:

Chargen_Revamped_v2.3
by Pwin & Eisenfaust

I haven't had the problems listed in the comments so they've been fixed in the current version or my set up is okay with it. One nice aspect is that you can choose a random starting place if you want or alternatively select one of the options. A fewof the options aren't what they are supposed to be but most of them are correct.

From the read me:

The starting choices include:
- Exploring around Dagon Fel
- Stepping onto the docks at Ebonheart
- Getting something to eat in Caldera
- Browsing the market as Gnisis
- Drowning in a shipwreck on the east coast
- Hiding from the law (75 bounty)
- Diving for pearls near Pelagiad
- Hunting in the Grazelands
- Working in the fields
- Collecting ingredients on the Bitter Coast
- Grave Robbing in a tomb near Balmora
- Studying in the Balmora Mages Guild
- Gathering firewood in the Wilderness
- In prison at Vivec
- Shipwrecked on a beach
- Fighting a battle in the Vivec Arena (immediate battle)
- Setting up camp near Khuul
- Working as a commoner in Maar Gan

Or if you can just choose Random.

****
You can edit attributes, skills etc and starting items.

I like to make it difficult for myself at the start of a new game so reduce all my stats!

I made a special roleplay mod for Morrowind where you are Maglir (From Oblivion Fighters Guild). Shall I dig it up for you?

~Edit~

It is short though.
