Everyone keeps telling me to right click an archive in the installation tab and wizard should be on the list. Well its not. I have the latest version.

You mean to install mods? Right click a package in the "Installers" tabe and "Install" should be an option in the list.

The Wrye Bash utility itself has an installer.

I'm not sure exactly what you mean based on the wording of your question. I hope it's one of those two things.

I need to install francesco creatures and items 5 the bain version from the FCOM page. People keep telling me to right click the archive and click wizard. Its not their.

In the installer tab.

With the Installers tab open, and a page with downloaded mod as a zipped package open, You just left click on the zipped mod and then move it over the Installers tab (drag), then unclick it (drop). You wait for it to be installed(may take a few seconds) then you can highlight the mod with your mouse and move it to where you would like to place it in your Install Order. Newly installed mods usually arefound to the bottom of the Installers tab.
Once this is done, then you can use the Wizard to install the mod into your Data Folder.
