Hanlon is the opposite of Kimball. Kimball seems to think it's the NCR's responsibility to civilize the wasteland and expand outward and take over everything. I disagree with this view, which is part of the reason I like House: House just wants to run a certain area a certain way, and if people don't agree with his way of running things, that's fine, they can simply leave. Under NCR or Legion, it's their way or die. Hanlon laments the NCR's expansion and the waste of life, saying the NCR should simply focus on the people back home. He sees the fruitlessness of the campaign and understands the NCR's weaknesses better than any other commander. Hanlon proves himself to be a very competent military leader, as well as being capable of being a senator. He can do military work and he can do politics, and I myself agree with his views.

Hsu and Crocker are both level-headed leaders. Hsu is a little bit more militaristic, Crocker is more political, but what I like about both of them is they're able to see a situation from multiple sides, and I believe this is what a leader of a country needs. They're capable of approaching a situation with force or with diplomacy.

Moore is good at what she does, but that's why she's in command of the Hoover dam: because it's a military campaign. She's a military leader. As a leader of a country though? No no, we'd get the same [censored] as with Kimball.
