i am currently hated by the legion of ceaser and i was hoping someone can give me some information about a command that can possibly bring my reputation in that region back to neutral

Depends on how far along the main quest you are.

Have you received the Don't Tread on the Bear quest yet?

There is a glitch with ncr and legion. Just get some armor of theirs and put it on and off. But from my experience they act hostile, but never attack me, so doing any quests is basically impossible.

If you've been to the Tops casino, been visited by Vulpes, who gives you the Mark of Caesar, and then became Hated you're screwed and need to choose another faction route.
If not then go to the Tops casino and confront Benny then leave and speak with Vulpes (or his replacement if you killed him in Nipton)
