Go to The Tops and deal with Benny, after you have killed Benny, Vulpes will approach you about how 'The Eyes of the mighty Caesar are upon you', and he'll give you the Mark of Caesar.

You just have to exit the Tops and Vulpes will come running up to you.

It doesn't matter what you choose to do with Benny, just encounter him. After you are done speaking with him or being attacked by his goons or sixing him, etc leave the Tops casino. If Vulpes doesn't come to you after this, you've done something wrong or your game is bugging out.

Try going down and meeting Crocker in the NCR Embassy. It may just take a while for Vulpes to show up. If that doesn't work then I think your only solution is to reload a previous save.

Can you just reload a save? Maybe you need to start a new. Sounds like a bad bug. Did they fix all of the bugs associated with GRA?

It looks like its a bug if u enter tops whit 2 much bad rep for legion. I roamed free and entered the strip in a very late stage so And i dont have any other savefiles

The yes man quest has to be triggered for Caesars man to talk to you and that happens by talking to yes man in benny's room

No, it's completing Ring-a-Ding-Ding. I've done several playthroughs by killing Benny exclusively. (IE without speaking to Yes-Man) and Vulpes confronts me at the doors outside The Tops.

If you are an NCR supporter it isn't a big deal to talk with Caesar, but...

If you dealt with Benny and haven't encountered Vulpes outside of the casino, it means something is wrong and you need to reload to an old save.

go to cottonwood cove and see if Lucullus is there - if he attacks u then use console commands to move to "the fort " location

try wearing legion armor and talking with luculus

try talking to House and see if there is any option to go to the fort uninvited and after killing vulpes

nothing is confirmed since on my every playthru i don't kill vulpes

It actually doesn't matter whether or not you kill Vulpes because another Frumentarii named Alerio will give you the Mark of Caesar if you did.
