Old World Blues is recommended in the mid teens.

I recommend reloading an old save, leveling up to about 12, and starting Honest Hearts if you have it.

That should boost you up to about 16 which is the recommended level for OWB.

Yeah, if that is the case then you are.
Sorry.

If you restart the game I recommend still waiting until the mid teens before going into that DLC.

You can restart once you finish but you cannot play past the end of the game if that's what you're asking.

I recommend playing through the game at least four times going through the NCR, Legion, Independant, and House quest lines.

I'm curious, does your NV freeze up about every hour or so? Because that happens to me all the time.

It did until I unstalled a bunch of games I don't play anymore.

Now every four or five hours it freezes and I usually don't play that long anyway.

For my PSN tag just look to my profile. But I must say, I'm not online very often.

I've done it at level 6.

Enemies in Honest Hearts scale to your level, so you can do it at any time, really. I would recommend at least level 6-10 though for the first time you play through it.
