I don't know if this belongs here, but since it is cheat related this is where i'll post it. I can't i get the cheat console to open on windows 7 and also i don't want to use that Ring of Console mod i think that the mod was stupid since EOMM is freaking hard to use. (and almost worthless if you don't know how to use it)

Ring of Console doesn't require EOMM (Whatever that is), but OBSE, or Oblivions Script Extender (Download obse.silverlock.net).
But I have the same problem on Vista, and found out it is because my computer has an infared remote receiver, and chances are yours does too. If I'm not wrong, if you aren't using any infared remote devices or anything, I think you can disable it in the control panel. but if that doesn't work, try disabling it in the BIOS, I don't know the setting, http://pcsupport.about.com/od/fixtheproblem/ht/accessbios.htm

To enable the console, make sure the bAllowConsole is set to 1 in your oblivion.ini file. Works fine for me on vista - but I don't have a remote infrared receiver thingy. If you have one of those like Ni! says, perhaps you can disable it or sort out Ring of Console.
