New Legion Information From J.E Sawyer

"The additional Legion locations would have had more traveling non-Legion residents of Legion territories. The Fort and Cottonwood Cove made sense as heavy military outposts where the vast majority of the population consisted of soldiers and slaves. The other locations would have had more "civilians". It's not accurate to think of them as citizens of the Legion (the Legion is purely military), but as non-tribal people who live in areas under Legion control.

While Caesar intentionally enslaves NCR and Mojave residents in the war zone, most of the enslavement that happens in the east happens to tribals. As Raul indicates, there are non-tribal communities that came under Legion control a long time ago. The additional locations would have shown what life is like for those people.

The general tone would have been what you would expect from life under a stable military dictatorship facing no internal resistance: the majority of people enjoy safe and productive lives (more than they had prior to the Legion's arrival) but have no freedoms, rights, or say in what happens in their communities. Water and power flow consistently, food is adequate, travel is safe, and occasionally someone steps afoul of a legionary and gets his or her head cut off. If the Legion tells someone to do something, they only ask once -- even if that means an entire community has to pick up and move fifty miles away. Corruption within the Legion is rare and Caesar deals with it harshly (even by Legion standards).

In short, residents of Legion territories aren't really citizens and they aren't slaves, but they're also not free. People who keep their mouths shut, go about their business, and nod at the rare requests the Legion makes of them -- they can live very well. Many of them don't care at all that they don't have a say in what happens around them (mostly because they felt they never had a say in it before the Legion came, anyway).

I got a question about this, since this was "intended" to be put into the game had they had more time, should it be considered lore?
At the very least it could be used as flavor material.
I will use this information in any further debates, I don't care if anyone says it's not fully canon as one of Primm's ending sliders supports this info, Legion got so little content that this good piece of information will be something I'll use as it was intended to go into the game, had they had just a couple of more months to design New Vegas.


What do the rest of you think of this information?

I'm somewhat surprised there not as outright slave but in citizen/slave limbo was a good read, but makes you think why couldn't they try add certain locations in some patch ? Maybe too big I suppose or just release it as free dlc (they would of added it in anyway so why charge and it's time they would of spent).
Anayway hope there more of an insight into the legion in fallout 4 .

I'm not suggesting they should add in the locations just maybe they could of.

1. Nah, they can't patch it to the Xbox and PS3 version, they also need to pay Microsoft and Sony IIRC to release their DLC, so it wouldn't really be good financial decision to release it for free, and finally, Obsidian has moved on to Wasteland 2 and South Park RPG. Bethesda are working on Skyrim and possibly Fallout 4 (in it's very very very early stages) so even an 800/1200/2400 MSP DLC would be very improbable.

As I just said in my edit I know obsidian are long gone from fonv just more a case of they could have rather then they should.

Hmm, that's very interesting.

It appears to me that he based the Legion's system (and "civilian" lore) off of Kant's basic description of despotism. That is, the Legion has law and violence (force), but it lacks freedom.

And yes, I think this should be considered lore. It is a post release "correction" by the devs, and there is nothing to contradict it in game. Plus, you can quote Sawyer during an argument if you need to defend the Legion.

Now that's good. Caesar's promise of a great Empire now seems to hold far greater merit than it did before. An Empire where everyone can live happy and overall safe environment so long as they don't criticize the Legion or cross one of their soldiers. I can see it propagating pretty well if that's what lore says.

Considering that many of the soldiers are incredibly well disciplined and face execution or at the very least, incredibly harsh punishment if they step out of line, all the way up to Caesar, there's little reason that corruption will take root in the near future.

No, my argument being Ulysses was intended to be something different and Fallout 3 was intended to end with the Lone Wanderer's death. What actually gets produced changes though.
However, since it was intended that does of course mean it might become lore later.

In a more pessimistic sense, another reason I wouldn't consider it lore is because Bethesda will be doing FO4, and I somehow doubt they care about what was supposed to be beyond what happened in New Vegas. I'm willing to bet if FO4 involved lore from New Vegas, we'd hear none of this when Bethesda describes the Legion. That's just how it is...

I wouldn't say they live happily. Probably more of a neutral feeling.

Sounds to me like the Legion are really just present in the vast majority of areas, like they don't out-right govern these area's but are such a powerful force they are defacto in-charge abd nobody [censored]s with them. Would fit with Caesar calling the Legion a nomadic tribe that the capture of Vegas would turn into a standing army.

simply because of the Year Fallout 4 is set in, for example many people in-game state the legion will start infighting once Ceasar dies so if a Game is set 20 years after NV, the legion could acttually be very different and lore would affect that.

Honestly, this isn't NEW to me, seeing as that's how I envisioned the Legion to be to begin with. I mean, it makes sense in a way since Graham compares House's style of leadership and rule to Caesars. I imagine the difference is with House, he's about efficiency where as the Legion is about Might is Right. Neither are not bad per se, but sometimes one ruling tends to have a few negatives.

Yeah, that's how I envisioned civilised Legion lands. Safe but without freedom.

I still don't know where I stand with them as a faction. We'll just have to see in future games. Probably not actually, as Bethesda will likely be making Fallout 4, and I'd rather they left the Legion alone.

I think that this idea of the legion really makes sense in a logical perspective. Time and time again we have seen people give up liberties for security, and in a post-nuclear wasteland, people would crave this security even more. Even if they didn't have a say in the community, people would prefer to be united under the banner of the legion than in a loosely organized settlement, susceptible to raider attacks. I hope this makes some legion haters reconsider and examine the positive aspects of the legion that we were not able to see in Fallout: New Vegas.

I honesty don't see why they couldn't have made this into an (Paided) Dlc I bet many people would have liked to vist Non-army legion land and paid to do so. it could be the Point lookout of New vegas

Yes, it definitely would have.

I was initially under the impression when New Vegas was being talked about before it was released that the Legion and NCR would essentially be equal sides. In the sense that if you didn't like the NCR you could hope over to Legion territory and operate there.

Seems that was originally the intention but it didn't make the cut. Shame.

Yeah, I think it should be considered lore. Makes perfect sense really.

It is a shame yes. If only Bethesda gave Obsidian just six more months to a year to develope New Vegas. They did such an awesome job with the ridiculously short development time but with all the news about what they wanted to put in New Vegas, it's pretty heart breaking.

Then there is the scuttlebutt about Bethesda not letting Bethesda make a location on the Legion's side of the Colorado.

Initially I thought this statement was a bit over-exaggerated, but gradually I've come to realize its the absolute truth.

Bethesda pushed it out the door too soon (not that Vegas isn't already great), probably to make way for their pet-project Skyrim.
