To me I think it's a little dull because....
What New Vegas vanilla has is a VERY tough decision. It's frustrating at times and you'll spend days trying to decide which decisions you think are the "good" ones, but for what it's worth, it gets you involved. Alongside that is a very realistic world that, while not always incredibly in-depth or interesting, is still eye-catching and rather realistic in what you actually find and where. It really REALLY immerses you in the game, like any good RPG should.
What Dead Money has, in contrast, is an adrenaline-pumping, back-to-the-wall and straight forward thriller. You don't have to spend time thinking as your goal is clear and there are no real choices. The fate of the people involved with Dead Money is dependent more on your skill, characteristics and capabilities, rather than your karma and decisions. In return, you get tension you could cut with a knife, requiring care, patience and cunning.
What Honest Hearts offers is....a realistic, straight forward....nothing. There's not really much decision-making to be done, no real thought to be put in, and the decision-making that is involved blatantly leaves out an entire interest group, as if they just disappeared off the face of the earth. The fighting isn't really tense, either. Most of the time, it's on-par with that of FO3: not much sense of coming-battles that you know will be tough, but a lot of random encounters that surprise you...but overall aren't very challenging. The setting is still beautiful, the cultures of the tribes are kinda cool and the first companion you get is just all kinds of awesome, but that's it really. It's definitely geared towards a Survivalist sort of player who explores out of sheer curiousity, who sees a place and wonders what's there. That's fine and all and of course that's fun, but there's still a bunch of other interest groups that were ignored in this DLC.
