Fallout 4 needs to make skill points worth something. Being able to max out all skills is incredibly bad design that negates any choice the player could possibly make.
Which is why we should bring back varying ratios based on thresholds and tagged skills.
Even a simple design could help out.
1-50 1:1
50-75/90 2:1
76/91-100 3:1

Tagged
1-50 1:2
50-75/90 2:2
76/91-100 3:2

Though I don't want skills going above 100 again, feels redundant.

Like SPAZ's system?

There are ten levels for each skill. Purchasing a level one skill costs 1 point, then you can purchase the second level for two points, three points for the third level and so on...

Read the "Thoughts on a skillsystem more (IMO) in line with the current gameplaystyle" part from http://www.gamesas.com/topic/1368844-fallout-4-speculation-suggestions-and-ideas-thread-61/page__view__findpost__p__20670758 (no worries, it's not overly long even with the examples I've given. :tongue:).
What I'm after (there) is a characterprogression system more in line with VtMB (and partly the Gothic series and Risen).

the best system would be one where skills max out at 200 (but can go up to 250 thank to perk and equipment bonuses) and you can tag only 4 skills, your tagged skills are immediately increased by 20 points and evolve faster (due to having their caps raised by 50%).

a cap of 200/ 250 is neccesary in order to make maxing all skills completely impossible, also skill books should be completely overhauled, by they would increase their respective skill when the player levels up, the maximum skill bonus you could obtain from books each level would depend on your intelligence and perks, as well as wether or not the skill increased by it's respecive book is tagged.

another, unrelated suggestion:

as for followers, it should be possible to "make your own", by purchasing slaves for example, whos appearance, S.P.E.C.I.A.L, tagged skills and karma are completely customizeable, these followers could also be "trained" to further increase thier skills and unlock perks which would make them more powerfull. however restrictions would need to be imposed to prevent them from becoming overpowered, one thing would be to make them of a lower level than the player, their base level would be that of the player divied by 4, and they would only gain a third of the XP the player does.

"regular", pre-set followers would also exist, the difference here is that any characters you can befreiend can be recruited as followers.

all followers would have special "perks" based on their skills and attributes, for example a follower who has 5 or more INT and a security skill of 40 or more could attempt to hack terminals for the player, a follower with 5 or more AGI and a "small" body type could climb through certain spaces and open doors from behind for you, etc...

all followers can have only 2 abilities, and in the case of personalised ones you can choose the ones you want, as long as they meet the criteria.

Hey, I want to make some suggestions...sorry if its already been posted in the millions of suggestions so far, but I'd like to see pieces of armor as items we mod to everyday clothing, as well as clothing broken down into shirts, pants, shoes, etc. For the clothing, can we get some everyday graphic t-shirts in there please? I'd like to run around the wastes in a Nuka-cola or Dinky Dino t-shirt...

Please bring the weapon mods for melee weapons back.

If you guys bring back the reputation system, can we get companions that are faction-neutral?

I read somewhere the Catfish Mirelurk was cut from F3, could we see them in the next one?

Keep what Fallout 3 had right and what Fallout: New Vegas was stupid not to have, an actual fun DJ of a radio station who you can actually meet/talk to. :-)

All of the factions that you could get reputation for in New Vegas started off as neutral towards you.

more suggestions:

- more realistic balistics, i want to see bullets work like they do in real life, overpenetration, shock (fatigue damage), possibility of richochets, etc... which would vary from one gun to another, there could even be perks designed to help you exploit them.

- better hand to hand combat, with both primary and secondary attacks (thus being able to perform "combos" in order to unleash devastating special attacks), counters, disarms, etc... who's power and success is based on your attributes and skills, the more complex the better.

- a protagonist with a more customizeable personality, i want to have my character's personality to give me different dialogue options to somone else's, your character's personality would be based on a seirs of factors such as an "introversion - extroversion scale", an "angry - jolly" scale, etc... but most importantly a series of personality traits (such as "hard working", "cruel", "kind to friends", "deceptive", etc...) each would have bonuses and penalties, like actual traits, but they would only affect interactions with NPCs.

- less, but much more challengeing, combat. i don't want to have to fight raiders, powder gangers or molerats everywhere, but, where they are present i want them to pose a serious threat to me, at least if i'm of a lower level than them (animals could get a 200% damage bonus towards those of a lower level, for example). i also want combat to be realistic, human ennemies with less health but who deal much more damage is an absolute must in the next fallout.

- less, but extremely dangerous, super-mutants. i want them to be rare but deadly, one of these green monstrosities should have the power of 10 or 20 NCR troopers but be an extremely rare sight due to the fact they can't reproduce normally, and that they will most likeley have been decimated by the various other factions in the area.

if i'm not mistaken, fallout 4 is not in production yet, so who says they can't come up with a better physics engine to use in the next fallout?

I doubt it, it will use creation engine I would almost garrentee it.

yes, if fallout 4 goes into development soon, but i doubt that, it will probably be another 2 years before it's even anounced.

I want to see a "prone position" for sniping capabilities. Say push the sneak button 3 times and you'll be in crawl mode. Just like in real life the prone position should increase percentage to hit an enemy target more easily.

I want to see a bayonet on certain rifles and to be able to use the butt of the rifle as a melee attack option. Would be great to use on a rifle like the infiltrator.

I also would like to see tattoos enter the foray, from yakuza to samoan to russian to prison like tattoos. Face paint and shemaghs.

Being able to customize your look greatly influences immersion whether people think we're playing "fashion" or not… I just want to look menacing and intimidating.

I also would like to be able to set fires to buildings, not all but some. Start brush fires that turn massive, that would make the pyromaniac perk a lot more interesting and moar realistic. Or set fire to corpses after gathering them into a pile. lololol

Also would love to be able to use chemical warfare. Moar ways to kill, YES?!!!??

Another great thing would be to lure enemies into complex and elaborate traps built by YOU.

Can we get moar ideas like this or are we going to keep talking about buttons?

Expanding on companions...

I would like to at least have up to 3 follow you… To be able to pick a band of outlaws.

Outlaws that will do anything to survive and make caps. Steal, [censored], pillage, with seemingly minds of their own.

Just some bad, bad men to have around you somewhat has a comforting feel to it.

Yet, you are the leader of this gang. They follow everywhere, and if you have a horse, they all have horses.
(If horses even make the game.) Or vehicles for that matter, they ride with you or have their own.

You can rob banks together and just cause mayhem in whatever wasteland we are in. Preferably somewhere out West.

And if one dies, to be able to hold a funeral for them and to dig them a grave.

Ohhh, forcing people to dig their own graves would be a nice addition. And to hang people on nooses on random trees would be great too.

I would also like to have a new reputation system… it would still have evil and good, but I'd expand it to Feared and Loved.

Fear would have NPC's intimidated at all times and willing to give up their own children if you asked, piss in their own pants.

Love would have NPC's want to give you some of their crops for the winter, stand up and fight alongside with you.

Something like that with neutrality in between.

Nope, I would love to have alien six scenes with girls with 3 briasts.

Anyways, I'm putting my thinking cap on again.

They should have a town that's painted all red.

They should have a questline of villagers that need help from 7 strangers and can only pay in food. (Seven Samurai reference)

There should be "celebrities" that are famous in the wasteland, that you can get quests from or either just kill them off and show them how much you hate famous people. Not a reference to anything, just would be fun to do.

There should be a strip club that is on top of a Mayan pyramid with cannibals inside moonlighting as normal citizens.

They should have two hitmen on your tail, one of them that likes to quote the bible before he kills people.

There should be a boy with an android bodyguard in a town...

They should have a crazed doctor that believes in time travel and wants to bring you back to the times before the bombs fell… does he succeed? idk...

Oh yea, these should be in the random encounters thread...
