I Have Oblivion in Russion,is there no way to change it after instaled?

Yes there is -- Uninstall the Russian version - http://store.steampowered.com/app/900883/ - Pay the $24.99 - Download and Install it ! (For $24.99 with all of the DLCs, KOTN and Shivering Isles it is well worth the cost !!)
