I'm in the middle of the Heartache by the Numbers quest and when I enter Silver Rush everybody are just standing there (guards, a bunch of people inside, one guy on the knees, looking like somebody is going to shoot him). nobody moves, nobody says anythnig but if I go past those guards all hell breaks loose.
What's the problem here? How can I continue the game?
