Adding a glow to an effect shader

Hi all, I don't have any TES games, but I do mod Fallout 3. The effect shader isn't used as much in that game (no magic), so the members there aren't quite as knowledgeable as you folks might be.

Anyway, I am wanting to create some enhanced night vision goggles that apply different shaders to different creatures / NPCs. This I have done. But I would like my shaders to either glow or have an emmisive quality about them. I just don't see how I can apply a glow/emmisive effect to a shader on an actor when I can only apply a single texture and not a set of them - like a _g.dds or _e.dds in addition to the diffuse one. I also don't see how adding a particle effect to the shader will help as I am not looking for bits and pieces, but a more homogeneous glow surrounding the actor. Is there anyone who might be able to help me out with some advice?

particle emitter can exactly that. - with the right settings a cloud emitter with some emissive. there is no way to export custom particles for F3- so even if you could set complex ones up in scene, it would onl help you so far as to try tweaking a vanilla one, to emulate tht in game.
