I recently bought the Fallout 3: Game of the Year edition for the Xbox360 after having already played vanilla Fallout 3 on the Xbox. I started playing it without installing the DLC and after going into Moriarty's Saloon and The Brass Lantern, I noticed that the NPCs over there (megaton settlers) were "stealing" food and drinks off the counters and tables until nothing was left.

I never noticed this during my previous playthrough and it ticks me off for some reason. Is this suppose to happen?
