The only town that I'm aware was cut out was Sutch, and it was less cut out and more in ruins.

i herd that there was a book in oblivion saying that sutch was in hammerfell and that was the reason why it wasn't in oblivion.

You can find Fort Sutch in Oblivion. Like Serious said, it's in ruins.

Sutch was going to be in Cyrodiil. Some pre-release maps of Oblivion show it, and the game includes a Credits Menu.bik video, dated April 5th 2005, which shows the map that has it. The map also has slightly different roadways, which actually ran though Kvatch (which had a slightly different layout). In the game, one of the Kvatch tents has a map of Kvatch which still shows the original version. Also given the lack of a city dedicated to Kynareth, it would make sense that it was going to be Sutch.

This leads me to believe the city of Sutch was actually cut rather late in development, and the whole "the city is in Hammerfell, Kynareth don't need no stinkin' temple" thing was a last-minute retcon to explain its disappearance.
