I heard about a MR Gutsy(?) reading a poem to a kids skeleton...where? Sounds really grim

Georgetown. Foggy Bottom Station is the closest entrance.

It's maybe the grim'est moment of the game.

As mention above it's in Georgetown. Georgetown North specifically, in a Townhouse. It is, or was, the McClellan residence.

It wasn't as grim to me as it was sad.

I finally went to see it last night, it was rather unimpressive.

And it was a Mr. Handy, not a Gutsy. Gutsies talk like drill sergeants, and if one of them had been reading that poem, it would have been silly rather than sad.

That should be helpful. Otherwise this will answer pretty near any question you have: http://fallout.wikia.com/wiki/Fallout_3

I believe it's based on a Ray Bradbury short story, where a largly automated house is going about it's usuall activitys despite the fact that all the inhabitants are long dead from a nuclear war, including a robot who is telling a story in the childrens room. Bradbury is one of the 1940's-50's scifi writers that inspired the fallout series, and has a number of stories set before during or after a nuclear war.

Honestly, this robot reading the poem, has never fazed me. Little Moonbeam's Holotape otoh, when I first heard it, had me bawling.
