This may be nitpicking but I feel the need to point out that Caesars' Legion is already a civilization, at least by the definition I've been taught which is:

- advanced cities

- specialized/skilled workers

- complex institutions (law, government, education, health)

- record keeping

- advance technology

Why do some of you truly think that the Legion controlling Vegas is going to change them into something different? Tell me what truly changes about the Legion besides that now they occupy a Dam, some former casinos and some former [censored] houses? You want to know what changes? [censored] nothing.
