Can anyone tell me how to create an NPC that will buy skooma & moonsugar? I've heard only Khajiits will, but can anyone verify if that is true? I'm pretty new to moding so you may have to speak slowly..

There's a barring line in the Persuasion->Service Refusal dialogue branch for every trading class that is invoked when you have the stuff in your inventory.

Try to make an NPC that has set Ingredients and Potions checkboxes in the AI->Services->Buys/Sells area, but who is not of the class Pawnbroker, Publican, or any with "Service" in it.
