How comes that we talk about the 50?s?

Quote from the Fallout bible:

"2077 October 23
Great War: Bombs are launched; who struck first is unknown... and it is not
even known if the bombs came from China or America. Air raid sirens sound, but very few people go into vaults, thinking it is a false alarm. The Vaults are sealed."

How does it come we talk about the 50?s and people arguing that some more advanced tech than we saw it in the other games are not possible? I mean give me a break 2077? Thats a whole lot of time to do some scientisting, or is it oO?

And considering the AIM program and NORAD, makes me think, how independently are the people and factions evolved?

The fallout universe is culturally similar to the 50's, nuclear power cells and the common use of nuclear power (ever notice those cars in fallout 3 cause mushroom clouds and localise +1 rad when they blow up) scientifically improbable and unsafe for civilian use. Think about it, if two nuclear powered cars got into a crash and blew up, the local area would get a nasty dose of radiation. It'd be a logistics nightmare. Also, such a weak explosion wouldn't generate a mushroom cloud anyway.
