Played for over 50 hours total time, playing through DLC's now......
For my main quest I have decided to help house for several reasons (Which imo makes him seem a good guy or at least why I should support him)
Without him programming the defences for the war, new vegas would of gone already.
He seems to have great ideas and knows how to implement them for NV (Like believing in 100 years he could get people into space to seek a new planet that is free from nuclear disasters and remains of war)
It was him that made the chip, and he had spent all that cash trying to reclaim it.
The deciding factor was when I thought it would be an idea to eliminate him. You open the machine and see him as some old, frail man, with nothing left. In fact even opening the machine means he wont even have a year left to live.
He made all that technology, he preserved his life for all them years in that machine free of contamination.
I think, if he started running NV into the ground, he would know the courier could just as easily use the skills he has shown to put house down for good.
I get the feeling perhaps, with the chip in his control, after the game ends he would be 100% safeguarded against any rebellions (with upgraded software from the chip) thus could focus more on putting money into building things, starting a new currency and building things over again
