Morrowind had a lot more playable factions And the land and dungeons was worth exploring because it was not randomly generated.

Where to start?

Meaningful dialogue.
Multiple quest paths in some quests.
Item variation (not everything was part of a complete set)
A sense of fear
A reason to explore a tomb looking for more then just generic loot
Inter-faction relationships
A MQ that does not force you into following it
