You can go there at any level, however, if you intend to do any quests you need to be level 20 - 25. They are hard, the enemies are tough and even then to complete the main quest you will need to be even higher than that. It's the second of the expansions and not for the feint hearted. :)

You can do the raven rock quests with a lower level (around 15), but as Rohugh said, for 90% of the expansion you'll need a high level.

Also consider your equipment. You will want a heavy-hitting weapon and lots of healing items.

Level 15 if you maxed endurance at the earliest level possible.

I've always done the 3 games in this order:

1) Morrowind
2) Bloodmoon
3) Tribunal

Which I've always thought is the order of difficulty... but perhaps I'm wrong, as my initial impression of Bloodmoon was the Raven Rock questline, which, as has already been said, is a little easier than the main quest.

I've completed the main quest of all 3 games now and I still don't know which is hardest... but both the expansions are tough. I remember really struggling towards the end of Bloodmoon, and I thought my character was basically unbeatable!

Same here. I also had a hard time towards the end of Tribunal even though I, too, beat it after Bloodmoon... Think Bloodmoon was a bit harder, but still, it wasn't clear that you're supposed to play Tribunal first...

I've always thought that it went

1) Morrowind
2) Tribunal (15+)
3) Bloodmoon (25+)

And that's how I usually do it and it works for me.

The first time I played Morrowind it was

1.) Tribunal
2.) Morrowind
3.) Bloodmoon

Tribunal was easy, I had a constant 1pt levitation amulet.

I haven't finished Bloodmoon yet, but I suppose it will go like Tribunal.

I don't see how that makes it easy

I thought you couldn't levitate in Tribunal anyway?

You can levitate under mournhold. Majority of the quests are never performed above mournhold, so it was no problem. (Except for Helseth's Champion and GAENOR)

I just used my bow and made every dark brotherhood, goblin and fabricants into pin cushions.

I don't think my character can do that in the last quest of bloodmoon. I heard you can't levitate.

I did it at level 15, though it got much tougher at the end. It didn't even slowly get tougher, the enemies just jumped from easy kills to rather difficult. I needed a lot of health potions.

Tribunal as a whole was tougher.

You can go over at about level 12 and still do pretty well. I went over at level 5 with one of my old hunter characters and survived decently by fighting wolves and bears for their pelts, although I stayed pretty far away from the inland areas.

This is a basic and fun strategy in combination with the Raven Rock quests, and I love doing it. But it tends to require a veteran's know-how to pull off.

In my opinion, Bloodmoon's last quests are insane. As soon as you encounter werewolves you'll notice that you are in a big mess if you're not well equipped and leveled.
In the very last quest you will encounter a LOT of 700 hitpoints very hard hitting wolves (the frostmoth's captain was slain in the first seconds of the first fight) - for me, they were the hardest enemies in the whole game. Dagoth Ur, Almsivi were all a joke compared to those. I ended up going through the very last quest entirely invisible.
They are fast, they hit for hundreds of damage and usually come in packs of at least 2.

I suggest you go Morrowind -> Tribunal -> Bloodmoon to not get frustrated by the ridiciously strong enemies (or enchant a 100+ sanctuary suit).

Seconded. I had 18 points health regeneration, about 250 points of damage reduction/armor class, 100% magic reflection and was pretty much invincible to anything on Vvardenfell, no matter the enemy there I could stand and take its beating just hitting it like once or twice when I got bored of watching them hit me to destroy them.

But then came Bloodmoon, man I never expected to die ever again so I didn′t have any health potions, big mistake. Since I sold all of my health potions things just went downhill quickly in the last part of the Bloodmoon main quest and I died once against 3 werewolves and was on edge after reloading the save while doing the place again taking great care never to fight more than 2 at a time.

Nah, I'd say Tribunal was easier than Bloodmoon - especially caught in the hunt, I died so many times there D:

This is what I've always thought as well, although I've never beaten any of the MQ's yet. I got to the last stage of the MW MQ once...I forget why I didn't finish it though. I've tried the Bloodmoon quest at around level 10 one time ebfore also, and I would seriously not recommend it at that level.
