Not really, but you could recommend that mod to someone looking for Pink Unicorn mods and I wouldn't fault you.
Although to be more accurate, and depending on the definition used, someone might call a Necromancer a warlock but not all warlocks are necessarily necromancers. However, one definition seems to portray warlocks as evil, so if you use that warlock suddenly becomes a valid descriptor, but many other definitions don't make that distinction and one would have to wonder why not choose the more descriptive word if you meant someone that deals with manipulating the dead? That said, if we are not going to assume black arts or evil stuff then in what way does a witch or warlock deviate from a standard sorcerer? The only difference I can think of is that Witches tend to be a little more rogue than wizards or sorcerers are as their magic use tends to be sanctioned. To complicate things further, in other stories a Warlock, the male version of a witch, is often found isolated and acting of their own accord compared to witches who often seek each other out to combine their power.
In all seriousness I wouldn't say you are wrong to recommend that; I just needed an excuse to make pink unicorn jokes. I really don't know what mods to recommend but from the sound of the post it sounds like more the standard kind of witch you see in the movies and tv shows. I can't really think of any quests or factions for that. Maybe witch girl companion? I haven't got a chance to play it yet so I don't know.
