As much as I would love an EXP leveling system, it probably isn't going to happen. The odds of whatever video you saw being legitimate are extremely slim, since nothing has been officially released yet.

He probably saw an oblivion xp mod, anyway I find levelling experiance not with skillls much more enjoyable. Using oblivion xp I now actually feel compelled to explore caves and ruins because of the xp I earn
