GOTY edition freezes after first cut scene

I installed this game when I first got my computer 6 months ago with my friend's game and it did this same thing and I just gave up on it I recently purchased it myself and now I am dedicated. The game says it will run in high quality and my computer can run so many games; Fallout new vegas, empire total war, napoleon total war, skyrim, assassin's creed (all of them), arkham city, oblivion and several others. So I don't think it's my hardware. It gets past the first cut scene and then it has the white flash and the sound of the baby crying and freezes on the face of the doctor. I've tried changing the quality, running it with windows xp service pack 3, changing the resolution, re-installing it (3 times) but I can't get it to work. My basic specs are as follows:

CPU: Intel dou core i5
RAM: 4gb
OS: windows 7 home premium
Video Card: ATI Mobility Radeon HD 550v 2.8 GB RAM (mostly shared)

I can furnish further specs if needed. any help would be greatly appreciated.

You will have to do better than that for the graphics. Radeons use four digits, not three, and the hundreds digit is the most important, with the thousand as next to least important.

An HD 4670, HD 5670, and HD 6670 are the successive numbers for three Radeon game cards in the 4n00, 5n00, and 6n00 generations.

Unusuable cards in recent generations include HD 4350, HD 5450, and HD 6450. Those are entry level cards for business use only.

For very high quality, the Radeon numbers have included the HD 59xx, HD 69xx, HD 79xx -- of course, those are very expensive.
