If you install the game to the HDD, then only 1 disk should be all that is needed for a disk check. Just because Bioware screwed it up doesn't mean Bethesda will.
Well it's not just Bioware, it's every other game I've played that had multiple discs. I feel like Bethesda won't screw it up if in fact they do use more than 1 disc but I've been let down before by games. :shrug:

Forza 3 has some cars on the second disc, but is not needed when installed.
Halo 3 ODST has its multiplayer mode on a second disc.
These are of course added content, but this shows, that it is possible to run a two dvd game without swapping discs.
Alright, but those games mentioned are add-ons expansions or what have you. I've never seen a whole game with multiple discs let you install all the discs and just require the first to run. Ever. On the 360.
