Windows 7 64bit Start up crash : IV

My game has worked on my systems before i got this upgrade. I cant figure out whats wrong at all. I do have the GOTY edition.

Problem:
I start up the game. Intro movies play. I get to main menu. I hit new game. Little eye appears, music starts, loading screen appears.....
It loads all the way and then CTD, there is no error report, or anything. Just a crash to desktop.

Things I have tried to do to fix it:
Ran the Script Extender (Fail)
Changed graphic settings (Fail)
Unchecked every DLC except Vanilla (Fail)
Ran everything as Admin rights (Fail)
Ran everything as Compatbility XP SP3 (Fail)
Made sure drivers were updated
Uninstalled and Reinstalled (still a fail to start game)
Did everything above again (Fail)
I even went to extreame lengths to get a No-DVD crack to see if it was perhaps a dvd loading problem (Still a fail, I do own the game)
I then downloaded all the unoffical patches and installed them, (Stillllllll a fail)

Im lost for words....did i just waste my money?

Edit:
I even changed graphic cards to see if that was it
From a Geforce 6800 GS to a Geforce 6150....still the same problem

Don't ever mention using a No-DVD crack....it's not allowed here and will get threads locked.

Please Post a dxdiag of your system:

Well I have two versions of the game, the dvd GOTY and the steam version GOTY. (Neither are working, both having the same problem)

Also i would like to add that the movie with the emperor talking doesnt start....i thought that maybe causing the problem, so i renamed it....still having the CTD...so i renamed it back.

I dosent display it below, (cause i have it disabled ^see post above) but my graphics card also installed is a Geforce 6800 GS

Also, i should add that FO3 GOTY and FONV both work. I installed DarnUI just to see if maybe it was the UI causing a problem, I atleast NOW get an error. so ill revert back to the original UI

Update: Im now testing the steam version on another computer with win xp to see if its my win 7

Which folder have you installed Oblivion GOTY and what version (retail or steam) is installed now?

Have you disabled the UAC (User Account Control) in Windows7?

Yes, and I have two folders installed with Oblivion, the normal and the steam. I started with the Steam version, then installed the dvd to see if that worked

Try deleting the oblivion.ini for the version that does NOT work..... Try the game again.

There have been no major game releases (including none from Bethesda) in the past five years that will run at all correctly on an IGP, Those simply don't have what it takes, and the onboard chip for video in the nVIDIA NF4 / NF5 series chipsets was worse than most such, being based on a defective design (the 6200 has faulty shader functions, which it passed onward to the 6100, 6150, 7050, 7100, 7150, 7200, and 7300 GS).

Ahhh, thats too bad. My old graphics card would run this game and it was a Geforce 5200 (Course i would have to put all the settings to lowest.)

To a majority of PC gamer folks, what is possible to do in this game with *ANY* Geforce FX 5n00 card isn't really "running', it's more like CREEPING, especially with the 5200, so compared to that awful piece of dreck, the onboard chip is more or less about the same, really, so your problem is most ikely that nVIDIA stopped providing drivers that will work properly with graphics solutions as old and slow as those (FXes as well as your video chip).

(The "Ultra, Super Low" end option of very muddy graphics was added in the very first patch specfically for FXes and for the Geforce 6n00s slower than a 6600GT.)
