I cant end the Tennpenny Tower quest

So i let Roy overrun the building. This is exactly what i done.

I hacked the terminal to open the door for Roy, and i got told to meet him out front for something. I exited from directly behind me, went out front, but couldnt find him. So i went inside the tower, and it was over run by the ghouls. I killed a couple and stepped back outside. Roy was there and thanked me opening the door. I rested for 24 hours and came back, and Roy is inside now and i get no dialogue options that end the quest.

Whats the problem? If i cant end this quest, then i dont want to continue playing this massively buggy game...honestly, this game is great, but their are wayyyyyyyyyyy too many bugs and glitches that it becomes unplayable to a certain point. Im playing the xbox360 version.

Are you playing the GotY edition? Because that's known to be fraught with glitches. On my first playthrough, finishing the Those! quest was impossible.

I am yet to find a fix for it that doesn't involve reloading a save..

You're going to have to reload a save.... I'm on 360 too, and yes there are some bugs.... but I say keep going. On the whole, the content is great fun to play, minus a few bugs.

Yes its the GOTY edition. It's still stupid though, bethesda shouldnt release a game if it has a hell lot of bugs and they know about it.
