one the morag tong wont ask to build a guild house and 2 i cant get the twin lamps guy to ask me a question to start a few quests and i have freed 20 slaves can some one help me out

I have a similar question (in Building Up Uvirith's Legacy rather than BUUG, but I think they should be the same in this area). From a peek into the CS, it seems like the next build should be an Imperial Legion outpost, but no one has shown up in the inn to ask me for permission to build it. Is there an NPC somewhere else I should be looking for?

i was able to build the imperal legion post and the temple but not the morag tong building and i havent joined the imperal cult yet

Who did you see about building the legion post?

if your the leader of the imperal legion hes at the in and is in the imperal armor i forgot his name

I see--you have to have a high rank in the Legion or they don't show up to ask to build their outpost. That explains it; my character isn't even in the Legion. Probably it's the same way with the Morag Tong, they don't ask to build unless you're a high-ranking member. Maybe that's why it's not happening for you.

I'm not familiar with any problem with the twin lamps, I've gotten that to work on BuUL; however, the problem with the morag tong is a rather easy one to solve. The problem is with the filter on the npc, and if you are the grandmaster of the morag tong the npc wont offer the option, you must be one rank lower. simply open the consel, and type:
pclowerrank"morag tong"
this should allow the proper npc to give you the option, and once you have started the construction you can just open the consel and type:
pcraiserank"morag tong"

This SHOULD let you build the building, and yes you must be a member of the corresponding faction to have the option to establish them in the great town of Uvirith
