I need a map of Cyrodiil with the Cell borders displayed, anyone got a decent one?

Have you tried using google images to find the image you are looking for?

What ever search string I try I get a picture of Saddam Hussein :rolleyes:
Anyways, perhaps ask in the "meet the devs thread" in Skyrim general. They respond quite frequently.
