edit: nevermind, I stand corrected: "The Shi were descendants of the crew of the Chinese Shi Huang Tiang submarine." Darn.


I could have sworn they were Japanese. There were Yakuza everywhere and the Shi use Japanese phrases like 'gaijin' and somebody even mentions Karate. Huh, guess the Devs wanted to come across as a little racist (IMO) by making no distinction. Ohwell.

I put it down to classification by the higher ups, just like early power armor research. Somebody with a brain in the Enclave must have come to the conclusion that they shouldn't put all their eggs in one basket. Spread their personnel out so if poor writing attacks someone will survive. I am currently at the Chicago Outpost which I am very sure is still functioning (ED-E has a state of IIlinos licence plate attached), as Arcade says, "Some went east, they went lots of places." As long as they don't appear again for a long time I don't care, just give us some [censored] breathing room.

Yakuza was in New Reno.

From my understanding, Navarro was captured by the NCR military sometime after the event of Fallout 2. My guess of why the Eye-bot was still sent there was wither a result of miscommunication, outdated information, or the fall of Navarro being classified.

Do we know when ED-E was dispatched from Raven Rock? Do we know how long he/it has been powered down? Is it possible that he was sent off before Navarro was destroyed and simply never made it there?
