Loved the book --- read it all in one night... if 'loved' is the right word. It's not funny or slapstik like Fallout 3, however, I can see that it would have an influence.
SPOILERS: whatever made the world 'go bad' in The Road isn't explained. There are no mutants in the Road, and NO animals and most or all of the plants seem to be dead, power is gone, government has collapsed, 90% of the people are gone so mankind is starving and people are fighting over the few cans of food that are left... and more and more people are apparently turning cannibal. It's like "Lord of the Flies." I saw the film and was impressed at how well they had captured the story... but it's not a date night movie unless you date a real pessimist.
Apparently much of the film was made outside of Baltimore.
I live just outside of Detroit and used to work in the city near the intersection of Mack and Chalmers just off the Edsel Ford Freeway. THAT area reminds me of the Capital Wasteland except there are no enclave radio robots wandering around broadcasting the President Eden telling stories of his old dog, Honey..."Oh, ho ho, the times we had!"
