Remember, they've been hiding for an exceptionally long time. I really doubt another 20 years is that much of a deal to them. Plus, look at how they took over New York; decimated the area with a custom-built disease before moving in, and it was hinted in the opener that they'd carried out other destabilising events beforehand. They don't want a straight fight; they're happy to take their time, weaken us before launching an assault. In those 20 years, who knows what they've been doing? The world could be on the brink of a Ceph-engineered social collapse.
