This is certainly no biggie, but something I've been curious about for some time. Why does the Courier have such a limited distribution? Well OK, copies of its broadsheets appear in all cities and other locales. But how do they get there? So far as I can tell, those news-delivery ladies are seen only on the roads to Leyawiin, and near Chorrol and Anvil. I've never seen one travel to Bruma or Bravil or Cheydinhall. Nor do I think I've noticed 'em anywhere near the Imperial City.

Is this an oversight, or is there a legitimate reason for it that I've either forgotten or never caught on to?

There appears to be an unfinished quest involving them, as you can get a topic that says "Do you need couriers", which may address this.
As for the imperial city, there offices are there, and there is someone who walks around delivering them.

They travel to Bravil and Cheydinhal, but I'm not sure about Bruma.

She knows each of her other 'sisters of the black horse' quite well by name. In the game, they do indeed have four quite limited routes. We think of this as merely representative of a the more robust rounds we like to believe they run. One advantage of knowing these young Breton ladies well, is that in addition to delivering their normal fare of the Black Horse Courier and official Empire documents, they also happily carry the odd letter or message for their sister, Buffy. :wavey:

About the courier ladies, it′s kinda fun to stumble upon them on the road just standing there doing absolutely nothing. If you don′t try to talk to them they can almost stand there forever but as soon as you engage them in a dialogue they suddenly rides off like Molag Bal was after them
