Are these Dirty References?

I thought that Testool was supposed to clean Mods thoroughly, however only one of http://i1024.photobucket.com/albums/y305/gnomesrule19/Tesc%20Stuff/DirtyReferences.jpg?t=1293245908 cells are actually changed in my Mod. Is it safe to delete these cells from this mod in the enchanted editor? (i know this is the CS area of the forums, but the enchanted editor is not technically a mod so I suppose that thise is the closest?)

TESTool doesn't catch everything. Also, some cells get added as "altered" every time you open the esp in the CS. (usually various Wilderness cells)

You can open the details of the cell in EE, to see exactly what has been altered, but if you know the cell has nothing to do with your mod then it's safe to delete with EE.

And it never hurts to make a back-up first ;)

Lately I've used http://code.google.com/p/mlox/wiki/Tes3cmd#clean_-_Clean_plugins_of_Evil_GMSTs,_junk_cells,_and_more, it has a couple of useful extra options

IIRC, there's a setting in TesTool as to whether or not to delete cells that have been touched.
