As the title says, I'd love to find a mod or a tip about stopping this ridiculous message from appearing every time an enemy is close by - it ruins the immersion, is sort of a cheat, and says nothing of value...
Any ideas?

My game doesn't do that. Have you actually entered vats before? (ehhhh).

Heh heh, yeah. These 'tips' will only appear once. Similar messages are the 'low health', 'crippled limb' etc. 
Just enter V.A.T.S. once and you'll never have to worry about getting that popup again.
