You have a CPU with 4 threads, try the quadcore fix.
Open up the .ini file located in My Documents>My Games>Fallout 3. *Do not alter the one in the actual game directory labeled Fallout_Default_ini*
In the FALLOUT.ini find the line

bUseThreadedAI=0
change the 0 to a 1

then below it add the line

iNumHWThreads=2

FYI, your laptop, no matter how new, is for business use, not gaming. That HD 4350 is only good for charts, graphs, presentations, and spreadsheets, not games.

Compared to the practical minimum video card, the 4350 trails way behind, only able to reach 28%, 32%, and 80% of the minimum for that Radeon.

Its still plenty playable on low-medium settings. Its much better then an onboard Intel chipset.

The only way a 4350 is actually "Low-Medium", rather than Plain "Low-Low" is with the screen resolution dropped to very LOW. That's a very poor Radeon, and the improvement over an Intel is mostly a matter of incremental improvement. And the worst thing about that laptop is that it's new that way, a dead end already, because the video can't be upgraded.

There really were plenty of better options, although admittedly, right this moment, AMD's Radeons are far better represented in what could have been purchased, instead, such as these laptops with Mobile HD 5670 GPUs:

P. S. (Added in an Edit) The saddest thing of all is that this game's requirements aren't particularly steep at all. It's almost two years old now, I believe, so there's been a lot of good video development from all three, even from Intel, but this POS laftop is still "new" with a two year old Low End Business card! Yecchh!

Right now, once the business purchases are removed from the sales figures, laptops have been outselling desktops for about three years now, and a machine such as this poor example is still better than the average (which has Intel graphics). Now, that's plain ridiculous!

Both AMD and nVIDIA have changes they can offer to laptop buyers if the producers are willing to start upgrading their products just a little. There will be at least two "Fusion" processors out near the beginning of 2011 that combine a better-than Intel (by a bunch) onboard graphics as part of the CPU core chip. One of those graphics options is supposed to be the equal of the current HD 5670, and the other is supposed to be as good as the HD 5450.

nVIDIA has put off the release of Fermi GPUs for Low End and Mainline desktops while they release Mobile Fermi GPUs instead, for the entire range from Low to High End (there already was at least one very high end Fermi Mobile GPU). Right now is a very bad time to buy new Laptops. Much better to wait for the new year and see what it brings!
