I have just gotten the conjurer robe from the mages guild. It fortifies 4 or 5 skills, is it not possible to make clothes like that oneself, I mean enchant stuff with more than one effect?

You can only enchant one effect on clothing or armor, but can enchant multiple effects on weapons. That's what makes some of these artifacts so valuable.
