I recently bought the Fallout collection from GOG.com. It was a download. I just downloaded a few mods but don't know exactly how to install them. The Readme just says to extract the files to the Fallout Tactics game file but it doesn't specify which one. There are alot of different files in the fallout Tactics game file. So if someone could just tell me which file to extract the mods to it would be greatly appreciated. Thanks. I'm on Vista by the way.

The game file usually refers to the main "Game" folder, in this case your "Fallout Tactics" folder, just drop them in there. You shouldn't need to physically drag them onto a 'file', that makes little sense to me. Just drop them in and startup the game and if nothing changes or your game ceases to run then just drag the mod files back out and contact the respective modder on futher instructions.
