Alright lets think about this a moment, is it not possible that a few people over the years traveled from the DC to the West coast and said.
"Hey there's super mutants on the west coast to!" Or even just stories of super mutants, the tales reach the ears of the Elders and they decided to investigate. Or at least added to the list, and the quickest way to expand is to get a foot hold on both coasts and move inward.
Sometime after 2242, the war between the BoS and the NCR began, but we don't know when the details of the war beginning are in Van Buren which was never finished, so its not an absolute date. Maybe it was 2255, or 2260. Maybe a few Elders feared they'd lose the war and sent a chapter east to ensure something of the BoS survived.
Lyons is not the only group sent East. He just decided to stay in DC. There are other BoS out there on the East Coast. Chances are they are nothing like Lyons. There is also the matter of the Outcasts, will they join Lyons or go find the others?
They said they'd head back west, and canon wise they are the only group that went east. And there aren't other BoS on the east coast. Unless you can cite a source from canon material that says otherwise. And I don't see the outcasts swallowing there pride and going back to Elder Lyon's though tit be really funny. "You were right, we were wrong, your smart, were stupid, you have all the Enclave tech and we look like fools" But once again, I think the outcasts would match away to there deaths before eating that crow. Then again if you consider Lyon's success in the end, they could be executed for treason if they went back west and communications were later reestablished.
Aren't a lot of the Tactics things, including weapons, non-canon though?
Yes they are, even the creator of tactics admitted and apologized for it. A few major events are considered canon but the vast majority is not. Considering its established the Enclave are in Chicago maybe the MWBoS was wiped out by them.
How did they get L.P working again? That was a big plot hole for me.
They had problems with the power source, it was almost operational it just needed more juice. Dr. Li helped them solve the problem
Well thinking logically. Your numbers going down. War with a large power (NCR) is looming. DC is 2000 plus miles away. DC being the Capital would be hit very badly any tech there might not still be there. Which it should not be. West-Tek is now the Glow and yet The Pentagon and most of DC is some what intact? (yet so many people say DC was hit worce because it was the capital) So sending people out there makes little sense. If it was worth sending people and they knew of super mutants why just send a small group?
Your comparing a base the size of a few city blocks to an entire city? made out of steel and granite. The actual area of a nuclear blast that destroys sturdy structures is smaller then you think.
Why did they not stop at any other locations? I find it had to believe nothing else of value is between Lost hills bunker and DC.
They did stop at other locations its mentioned, they stopped at Pittsburg for example. Do they really need to provide a detailed itinerary of every where they went along the way. . The only canon evidence the MWBoS existed[as tactics is largely non-canon] is Elder Lyons was assigned to try and re-establish contact with the MWBoS after establishing himself in Washington and bring them back under Lost Hills command, However he was unable to find them. If the MWBoS still exists they are nothing like they are shown in the "NON-CANON" game
Why not send Lyons to aid the Nevada detachment?
Because the Nevada detachment was probably to small and didn't exist until 2273.
