I have gotten to the quest with Sheogorath that i need to summon Haskil in order to proceed. I cannot summon him in the Shivering Isles.
I'm fully patched up and have tried with earlier saves on the same character, i wanted to finish the quest as i have no other games that i can
or want to play right now (my WoW was bugged and had to reinstall and now worse i have a 50 hour patch download to suffer through which
is obviously some sort of error from the downloader).

I have Dragon Age Origins but i just can't get into that game like i have with Oblivion, if anyone has any ideas i'd listen to them.

it's a minor power. just check your spell list. Make sure your in the Shivering Isles, not Cyrodiil.
