Mods aren't working! : III

Well, I'm running the game in administrator mode, (or else I get the snowflake error) and non of the mods have taken effect
I have enabled all of the mods' esms, but I have yet to see any changes.
The mods I'm using would make a noticeable change (Ie Balmora expansion)
Do I need to start a new game?

I had to reinstall everything to a different directory.
